Apparently they did and it made for a surprise bonus episode when I did a watch through of TNG when they came onto Netflix. I couldn't quite believe there was an episode I hadn't seen. It was like having a brand new episode.
Thats because that was recorded in a parallel universe that didn't suck. You were assigned this one where things only suck and they get worse as time goes on. Luck of the draw something or other.
Incredibly Gene Roddenberry was a huge anglophile so when TNG referred to Irish Unification he meant Ireland would rejoin UK to become British Ireland.
This was what he did in his later work Earth Final Conflict! Ireland rejoined the UK!
Even more incredibly this halted The Troubles!

The effects guys hadn't a clue. The partition border doesn't exist in Earth Final Conflict. Ireland unified with the UK and everyone was happy. Like I say total crackpot stuff.
It's possible we are both right in that the TNG ep writer meant Irish Unification as we would and Roddenberry in his review assumed what he "understood" as Irish Unification was being expressed.
