i am going to put a finer point on this: executive orders are not laws. and they certainly are not royal decrees. they are interpretations of existing law for the purposes of enforcement. the fact that so many people are treating them as laws is actually driving me a bit insane.

The lower ones can't legally supercede the ones above. It's extremely from that government agencies, universities, medical systems are violating laws to comply with executive orders.

Laws are not passed by one person. All democracies have procedures for bills to become laws & that involves at least two bodies of elected & or nominated officials.
Trump is drunk on power. He thinks he can issue laws like writing a letter.
He just sits at his desk & issues unlawful decrees like he’s some sort of bureaucratic Italian Bank teller stamping 20 copies of some useless piece of paper!

I am not a lawyer though.
I don’t believe a private individual has to call it the “Gulf of America” because the president said so in an executive order. We still have the First Amendment.
That said, EOs can act like laws in the sense that they're generally allowed to stand unless someone challenges them.
We are playing a game of chicken with the Executive office and a man from South Africa. We need to issue CONTEMPT OF COURT filings or, heck, go straight for bench warrants.
But there's the thing - if everyone treats them as laws, including those in law enforcement, what's the difference?
The law only stands when people agree to live by it and enforce it.
Otherwise it's all just words.

The legislature makes laws, the executive responds with rules that indicate how they intend to enforce and execute said laws. If the legislature feels the executive got it wrong, they amend the legislation.
