Letting users express their preference—as you have done—is a good thing. Having a structured way to communicate it is even better.
My takeaway is that it sets the legal groundwork for future litigation regarding consent, copyright, content licensing (e.g., Creative Commons), and the like.

I assume the app will have a simple UI for setting these parameters. That's implied further down. My mom wouldn't be writing code, obviously. There could be a single toggle for All that would set all 4.

This lets you opt out and stop them at the firehose level before your posts/data ever reach Bsky or any other downstream app.
You can slow down scraping, or (like here) add obligatory barriers that stop 'legal' scrapers, but ultimately the laws of reality prevent you from stopping it entirely.

Have any AI companies looked at user intents yet? Have they indicated that they would respect it?
Since this is a completely separate standard, I don't know that there's any reason for a company like OpenAI to prioritize looking at it. They can claim ignorance and keep doing what they're doing.
I don't know if robots.txt has that kind of granularity though.

If you want your skeets to be seen, then they’re going to be scrapeable.
Federation comes with pros and cons.
Pro: No one person or organisation controls the system.
Con: Anyone can set up a server, so anyone can scrape your skeets.
Nobody wants to find out their stuff has been accessed without consent for ages.
Honestly, considering the way how some people are now, I think we'd better try and find some human intelligence before we aim for anything artificial.

Down to the level of “it’s up to third parties to choose whether to respect it”.
The alternative is not “don’t get scraped”, it’s publicly visible data. There’s no scam unless “I didn’t realize people could see me in public” is.

Might also help if there was a monetization mechanism with royalties to folks.
At the very least, recognize consent is both active and informed. No absolutely has to be the default on any use of anyone's data.
Anything less is purposefully harmful and dehumanizing.
