No. Undocumented migrants file income taxes, they just do so with a different type of taxpayer ID, because they don’t have Social Security numbers. I have migrant friends, so I know about this firsthand. But there’s plenty of documented info about it.

Former tax preparer here, they use a fake SSN when they apply for a job and fill in their W4, when it comes time to file taxes they get a real ITIN (tax ID for nonresidents who aren't allowed to work here) which they files taxes under

The IRS takes the fake SSNs from the attached W2s and applies the withholding to taxes and refunds the extra. FICA taxes are taken out too and cannot be refunded, which is why people say undocumented immigrants fund Social Security. They put money into it but never take any out.
