I honestly didn't realize how many of them there were in the US now until I went back to Florida for the holidays to visit family and saw em' everywhere.

Like how most quadbikes are not road legal. It doesn't mean they're banned. You could ship a Cybertruck to the UK and use it on private land perfectly legally.
personally i dont like the cybertruck but with how many tesla incidents keep occuring eh... i dont think most people really aknowledge that problem unless police and more get involved to start public announcements
The people who ship Cybertrucks to the UK and drive them on public roads are fully aware they're breaking the law and choose to do it anyway.
The police then discover them and remove them.

You can't accidently import a non-road-legal vehicle into the country without knowing (or at least finding out during the import process) that you're breaking the law.

Cars are designed to be safe if there's an incident with a pedestrian, they will be forced onto the bonnet and may survive at slower, legal speeds.

What happens is that at class 3 all the passenger safety stuff turns off and rules pivot to protecting people outside, if correctly operated. The strictest rules are about braking distance

EU legislation for pedestrian safety regulations for vehicle manufacturers supercedes individual nations licensing restrictions.
In the UK, a standard driving licence allows upto 3.5T, but we comply with EU legislation.

A normal pick up truck is usually designed to handle many tasks, allowing for modification, like adding a lumber rack, camper shell, etc.
And given that they're the murder capital of Europe they probably aren't too concerned about car accidents
