Russia is in column 2 of the HTS which puts it along with North Korea, Belarus, and Cuba where all products are already hit with between 33%-200% tariffs by default. They're already in the category of the most tariffed nations behind China.
My guy I can tell you definitively you are wrong. There have been no additional tariffs on RU through Trump's invocation of IEEPA, but they did hit them hard on Section 232 steel & aluminum tariffs. It is just true that RU imports were already, and have been for a while, subject to very high duties.
It's how Customs handles imports normally. Column 1 denotes countries we have "permanent normal trade relations with" and specific free-trade agreements, column 2 (highlighted) is just for those few (CU, KP, RU, BY) that we don't have that with. It means everything always is subject to huge tariffs.
The new tariffs are all additional codes from chapter 99, like this example where you can see RU aluminum is hit up to 200%.

The weighted average will fluctuate based on country of origin. I predict much more trans shipping (illegal). And China can quickly mobilize to move machinery and people to lower tariff locations. This is not a game that Felon 45 can win.
This chart SHOULD show the weighted average tariff. This is basically BS unless weighted by total imports by country of origin. When weighted (China being one of our largest trade partners) I am sure the tariff will be much higher average than shown here. Of course companies will move production.
