You absolutely can terraform a magnetic field, though it'd be a waste of energy - atmospheres only dissipate over geologic timescales, and the vast, VAST majority of radiation shielding comes from the atmosphere. If you could solve the atmosphere problem (a big if), you'd be okay.
People can live underground, inside lava tubes, and plants are much hardier against radiation than animals are and so can likely be put under a transparent dome on the surface
Also you can terraform a magnetic field, put a big ass electromagnet at the planet-sun L1 point and that will deflect the solar wind, assuming it is large enough

Eh, it only takes two years if you take a specific trajectory. Notwithstanding the fact that as usual, his stated timeline is impossibly ambitious, Starship is designed to be able to do the trip to Mars, if fully fuelled in LEO, in about 3 or 4 months
Chemical propulsion is capable of that, Starship should (depending on what specific assumptions you make for empty and payload mass) have about 6-7 km/s of vacuum delta-V fully fuelled, which is enough for such a fast transfer with aerocapture

as testing and demonstrating that capability will certainly be a key part of the Starship test flights in the next year, as it is also required for Artemis.
Does starship have the fuel to get back or does it need to be refueled again in Martian orbit? I'm curious since the Artemis mission profile seems the have Starship being disposed of rather than returning to Earth, which I assumed was due to insufficient fuel to get back to leo but wasn't certain.
On a fast transfer, it would absolutely need to refuel at Mars to get back, but can with full fuel get to Earth from Mars surface iirc. For Artemis, the lunar lander Starship cannot land on Earth, but I see no reason why they couldn't keep it in space and reuse it.
Problem with shared decision making in an absolutely lethal resource-restricted situation is that you want the people who understand the biological and scientific consequences of actions to have the final say.
