You follow AC 90-66C procedures which are how to enter and leave non-towered airports. However, this is very, very congested airspace. You have the class B airspace for SFO, but you have two other class C for San Jose and Oakland. KSQL losing controllers will add more work to NorCal Approach ATC.

It's normal practice at an untowered or part-time attended airport, and every pilot learns how to do it in initial training. I've even been in a Cessna coordinating with a Horizon passenger plane. Regional ATC can control an instrument approach. But the process can handle less traffic.

Lots of airports don’t have control towers. Even at those that do, towers are often not active 24 hours. So pilots coordinating directly via CTAF, etc. isn’t uncommon, but it means that biz traffic in and out will be much slower on many days.

Controlled airports can handle a lot more IFR traffic.

ATCs are definitely in demand, but it's not really a career where you can make lateral moves if you don't like your employer. It means leaving the field completely, and realistically it means leaving federal service completely, losing seniority, vacation/sick time, your pension...

All airlines should refuse to land there. I wouldn't trust anything more than a few cesna-type private planes landing in such conditions cause at least then they are usually flown by their owners.

No airline will land at KSQL. RWY 12/30 is only 2,621 ft. way too short for airlines. SQL is more like an executive airport for general aviation.
