Government parties voted to advance the bill to the next stage. Opposition MPs (and huge swaths of the general public both MΔori and PΔkehΔ) currently protesting the bill.
Iβm very glad that the general public is at least supportive of the MΔori and PΔkehΔ. I genuinely hope that this bill does not pass and that the MPs who pushed the bill through get ousted.

(I've always been curious about the words, and how people learn to join in. So I googled "how does the haka work" and until I added "Maori" I got NOTHING but stuff about a particular breast pump that is not spelled "haka" and dammit. WTF, Google?)
Someone MΔori will come on here and explain properly, but from what I understand you just feel it and the moves are pretty much learned from birth. Itβs magnificent. I wish we had something like that in meetings for difficult situations. It would certainly shorten strike negotiations.
It depends - MΔori culture and traditions are not a monolith and vary considerably from region to region. Some haka are choreographed and have specific movements, some you freestyle, and the context matters as well. The movements are taught, not absorbed, you learn in school or in kapa haka group.
Honestly, I think that would be impossible. Tikanga, the way things are done, varies so much from place to place and people to people. The way to understand it is to be immersed in it, and you sort of learn to navigate the differences by finding what is the same and being led by your elders.

I am by no means an expert, just a guy who has lived his whole life in Aotearoa and studied Te Ao MΔori at a tertiary level. The best way to learn is to listen to the people who hold the knowledge, and they are out there talking. Try the MΔori TV website for some good accessible insight.
Also, there are unwritten rules around where and when haka is appropriate. Yes, the spirit needs to well up inside you so the haka bursts out, but the time and place is important and so is the choice of haka. This specific haka in this specific circumstance is a very cutting and powerful protest.
This particular haka is 'Ka Mate', which was composed by Te Rauparaha after he escaped enemies who wished to kill him by hiding in the ground. It is an affirmation of life and continuing to live openly, and it also says, "you cannot destroy me." Very appropriate choice of haka.

I know it's probably the best-known haka (I'd have joined in as well), but knowing the text, I can't help but interpret this as a message of "We will persist, regardless of what you throw at us".

I lived in NZ between the ages of 10-15yrs in the 90's, at school I was encouraged to learn & participate in the haka, as well as making poi, & learning Maori language. Not sure if it's the same these days? Maori are brought up learning their culture, like the haka, from birth.

In my case, we learned in stages. Played rugby, lot of New Zealanders involved, and learning haka with appropriate respect and reverence is, as I was led to believe anyhow, not at all an issue.

Seems a thing they do. I asked someone from NZ more recently about it, since I don't think anyone talked about cultural appropriation at rugby clubs in the 1990s. Said something like, it was shared with you to learn, so, yeah you're good.
Watching now, sadly it seems there's a lot of common traits with how Canada treated it's indigenous people historically (including our own 60s baby scoop).
Thankfully nowadays in Canada the majority of non-indigenous are starting to respect treaty rights more (not enough mind you but more)
