A single taxpayer can have multiple contracts under a system called "totalization", which helps coordinate benefits and avoid things like multiple taxation across jurisdictions.
There are complex data normalization pipelines. Whole departments dedicated to catching fraud and errors.

I work in health IT where patient matching is a real challenge. This helps explain why we can’t just use SSNs. (Though I wouldn’t mind if the government decided to create a unique identifier.)
But spouses can share a single SSN. People can and do have multiple, legal SSNs for a variety of reasons.

I have never heard of anyone having more than one SS number. Musk could de-dupe using SS# + names. So for married women, he could cause issues.

The concept of "one and only one SSN per human" is a useful oversimplification but it has never been true.
An SSN refers to contract entities that evolve and changes over time.
At the very least it would also include ITINs, and probably EINs too. (I doubt it's a coincidence that they're all the same number of digits, just with dashes in different places.)

I don't think this happens today.
It wasn't until around 1987 that it became common to issue a SSN at birth. Prior to that you applied when you were old enough to start working. I remember my mom talking about going to apply for SSN with friends

Even if there was a guaranteed 1-1 relationship between people and SSNs, without knowing what table he's referencing, there's numerous reasons the SSN would be reported.
Could be one line item for each type of SS (SS, SSI, SSD, death benefits.
All of which require the SSN of a single person to have multiple records.

E.g you do not want to change facts (invoice) after they happened.

Databases are typically stored in binary files as tables. It would be madness to "deduplicate" the entries in a database.

There are unique keys and such that can't be duplicated but I've never heard the term "de-duplicated".
I've also removed plenty of dupes from DBs before. No one has ever asked me to "de-duplicate" anything.
