The main thing to observe about this, imo, is it was a Democratic motion. Shouldn’t be a surprise for a Democratic member when it comes up, nor a big lift to be there to support it at that time.

Yeah, AFAIK there weren't Democrats on the committee that voted against it. They sprung the vote on the Republicans, so that is why it almost succeeded. They caught them off guard and Republicans had to rush in to vote.
