The downside is they’re really only suited for “hybrid” (instead of mountain or racing) tires and even then your ride quality and handling takes a hit.
Big propensity to skid instead of braking as expected (and they just don’t “feel” as good?)
The last time cops I’ve encountered cops trying to shoot out tires they spent an absurd amount of time of cleaning up brass and still wound up spike stripping the RV in question instead.
The rotation doesn't figure into it, really. They're small targets, but the bullet doesn't care whether it hits one particular spot on the tire, or the spot 30degs further around
